When any variant rule is enabled, the encounter modal switches from
the game's regional dex to an all-Pokemon search (same debounced
API pattern as EggEncounterModal). A new "Run Variant" section in
rules configuration groups these rules, and badges render in amber.

Replace incorrect perceived-brightness formula in Stats progress bars
with proper WCAG relative luminance calculation, and convert type bar
colors to hex values for reliable contrast detection. Add light: variant
classes to status badges, yellow/purple text, and admin nav links across
17 files. Darken light-mode status-active token and text-tertiary/muted
tokens. Add aria-labels to admin filter selects and flex-wrap for mobile
overflow on AdminEvolutions.

Genlockes can now select a naming scheme at creation time, which is
automatically applied to every leg's run. When catching a pokemon whose
evolution family appeared in a previous leg, the system suggests the
original nickname with a roman numeral suffix (e.g., "Heracles II").

Add clickable suggestion chips below the nickname input in the encounter
modal. Chips are fetched from GET /runs/{id}/name-suggestions via React
Query, shown only when a naming scheme is set. Clicking a chip fills in
the nickname; a regenerate button fetches a fresh random batch. Completes
the Name Generation epic.

When retireHoF is enabled, surviving HoF Pokemon and their evolutionary
families are retired at leg advancement and treated as duplicates in all
subsequent legs — both in the encounter modal and bulk randomize.

Per-route: Randomize/Re-roll button in EncounterModal picks a uniform
random pokemon from eligible (non-duped) encounters. Bulk: new
POST /runs/{run_id}/encounters/bulk-randomize endpoint fills all
remaining routes in order, respecting dupes clause cascading, pinwheel
zones, and route group locking. Frontend Randomize All button on the
run page triggers the bulk endpoint with a confirm dialog.

EncounterModal and ShinyEncounterModal were calling useRoutePokemon
without a gameId, returning encounters for all games in the version
group. Now both receive and pass the run's gameId to scope results
to the current game only.

Dupes Clause greys out Pokemon in the encounter modal whose evolution
family has already been caught, preventing duplicate selections. Shiny
Clause adds a dedicated Shiny Box and lets shiny catches bypass the
one-per-route lock via a new is_shiny column on encounters and a
/pokemon/families endpoint that computes evolution family groups.

Define special encounter data (starters, gifts, fossils) in a new
special_encounters module and merge them into route seed JSON during
generation. Add new route locations to ROUTE_ORDER for cities that
previously had no wild encounters (Saffron City, Pewter City, etc.).
Show colored method badges in the EncounterModal UI for special
encounter types.

/runs/:id displays stats, active team, graveyard, and rule badges.
Encounter tracking at /runs/:runId/encounters shows route list with
status indicators, progress bar, filters, and a modal for logging or
editing encounters with pokemon picker.
